I am going to comment on the curfew.

It's a complicated issue. I don't know the answer, I do however know I would absolutely hate it if they built one of those near me. It sounds like a horror show. Drug dealers now know where to sell, people can't wait and shoot up on the street leaving syringes around. The staff in the facility dealing drugs.
I can't remember the statistics but a while back they mentioning something like, a couple of thousand overdoses prevented. Then the number referred to rehab from the injecting room as incredibly low, double digits low. Whe ultimately, shouldn't that be the goal? I know they want people to be safe, can't push it but really the path needs to be getting people off that shit.
As for being open, maybe it's to deal with the addicts on their way home from work?
