As evidence that crew being in the house is normal (with housemates locked away) here's an uber special, blurry photo from Gretel Goes In / Final Nomination show from BB07 / 2007 (rehearsal)
I don't remember how it went public though, maybe the live stream accidentally switched to OB feed (in rehearsal) instead of house feed.
FYI Crew members are in the rewards room from that year (which runs off the bedroom)
