Very big difference between receiving a fine and being criminally charged with incitement, dumbass.

Ballarat is in Stage 3 which is the same as what Melbourne was during the BLM protest dumbass. One rule for them, one for everyone else.

The ABC article you linked to says "Victoria still has cases of community transmission of COVID-19 and one of the highest infection rates in the country", so it doesn't seem like the conditions for protesting were safe then either.
