I don't think parents have a say when it comes to the paparazzi however maybe the celeb websites and gossip mags have some sort of code of conduct re non celeb kids, it's odd.My guess would be that the parents of the child agreed/consented to their child having a play date with her friend, not to getting her photo all over the media.
At schools, pre-schools & daycares, they can't take a photo of your child unless they have your consent (by way of signed consent form)

Yeah, I agree it is odd. It makes me wonder if they ( the celebrity) are somehow getting a payment for the picture? But I really don't think Katie Holmes would be, but if she was, at least it would make sense. What I recon is sadder, is when people like bec & Lleyton Hewitt do stories in women's day that their marriage is on the rocks, have a 4 page story with multiple staged photos, and all turns out to be is she is a bit lonely while he trains/ travels for tennis.
