Enlighten me as to what that context is. 
I use the whistling smiley to feign innocence/pretending to be blissfully unaware/etc.., that is that my comments are 'said' with tongue firmly planted in cheek and not meant to be taken seriously. The way others are using (the use of the whistling smiley was basically non-existent previously) it makes no sense but I guess when the aim is too mock there needn't be any.
