Because women do not want to touch the toilet seat if they don't have to. If a man puts it up to piss they can put it down again. If you look at my reply earlier... This will answer everything... Everyone should close all lids once finished and all should lift lids to their desired level before they start. This is a hygiene thing.
Plus there's always that horrible suspicion that you might find something lurking in there when you open it. I hate that.

For me I hate whenever someone leaves the toilet seat up whether it be a male or female. It's a hygiene thing. If you flush the toilet while the toilet seat is up, bad bacteria and germs actually fly up the bowl and you breath in this. While if it's down while you flush you don't have these germs to fly up at you. I read about this a few years ago and ever since always put the seat down and don't like it when anyone else does.
