Be that as it may, many reality shows are like that (American Idol has the same clause for example), and given some questionable winners in the past, it wouldn't surprise me.

Apparently, if the public has to pay for their votes (like Australian Idol and Big Brother originally), then the public has to get what they vote for. If the voting is free (i.e. online) then the production can just do what they want with the data.
