According to Ajay Rochester (former host of the Biggest Loser and 2019 contestant), it's in the contestants' contracts that Channel 10 can decide who they want to eliminate and who they want to crown regardless of votes.

This makes me certain that Reggie is going to win this season, as they'll be using this season to promote Big Brother, just as the Gogglebox chick was somehow able to beat Grant Denyer just because they wanted her to host some upcoming shows...
