Well all good cults do take a bit of time to build up. Right now as I type this I can assure you that Dalek Caan is hard at work. Hard at work doing what I'm not too sure, but hard at work nevertheless 
There must be a work around! So what's all the storyline the last couple of seasons? Mere "canon" that's what it is! For the scriptwriters it's nothing more than excess baggage....

BTW Mr. Saxon is talking to her, the Doctor is right nearby and he
doesn't sense anything, familiar. I thought one Timelord could

DOCTOR Who bosses are set to sign up Gandhi star Sir Ben Kingsley — to play the Daleks’ creator Davros.
Sir Ben, 63 — who won an Oscar for his movie role as India’s peace-loving spiritual leader — is in final negotiations to play one of the most dangerous baddies in the galaxy.
A source said: “Ben’s agent has been in talks for a while now and he’s very keen to play the part of Davros. A deal will be signed any day now.”
Fans will be delighted that insane half-man, half-machine Davros is returning for the fourth series of the hit BBC1 show, which stars David Tennant as the Timelord.
The alien scientist — who first battled the Doctor in 1975 — is hell-bent on destruction with his army of exterminating Daleks.

The Titanic crashes into the TARDIS just as it is dematerialising. The Doctor finds that time is being manipulated by some spikey aliens called Porgs and he gets the help of a young waitress aboard the Titanic. It is about to leave on its maiden voyage so the adventure will probably continue until the ship strikes the iceberg. Hmm. Does this mean that the iceberg was really a space ship or that the invasion of these aliens actually caused the ship to crash? Can't wait!
Stars Hugh Grant as a Villain and Kylie Minogue as the Doctor's companion. Kylie Minogue is currently in Cardiff. Filming began in June 2007.

Time continues to change. The rupture caused by the Axons is starting to pull the Doctor back into the Time War. He knows he destroyed Davros but now he's back (Played by Ben Kingsley) And what do the Eternals have to do with things?
More flashback scenes of the 8th Doctor during the timewar, including the moment when Davros kills him.
Martha and Donna get on really well in this story!

The Time War has changed. The outcome is different. The Daleks have won. The Doctor needs to go back and change time again. Watch the death of his fellow Time Lords again. Watch Gallifrey burn again. But he finds a way to change everything, thanks to the help of Rose and Mickey. The Time Lords can live again but it'll cost the Doctor his 10th life. Enter Mark Gatiss as the 11th Doctor.
This would also be story number 200 and worth a celebration in itself.
