Yes, so Abbey didn't vote Pia. And also Pia was already going to vote Abbey. But by whispering in Pia's ear also it made it look like Harry was the target.

Why Abbey?
Surely Luke can see Pia is the bigger threat.
Why whisper to Abbey, rather than let Harry in on the plan?
Why risk Pia going to a 2-2 tie when they could have just flipped Harry to Abbey?

Abbey because she is a challenge threat. She can beat him in challenges easily.
Whisper to Pia so it looks like he is telling her to vote Harry and it makes sense to Abbey.
You can't let Harry in on the plan or he would try to change it. You can't whisper to Harry at tribal because then Abbey wouldn't believe the vote was on him.

Yes Abbey was a challenge threat, but Pia is far more of a threat to winning the lot, and I'd be taking any chance possible to get rid of her.
