Do you pay rates in Tweed? If not then I don't you shouldn't be borrowing there. I think the library should be for residents of that area.

Library should be a place for everyone. A place to escape from real life. Where your soul can be transported into magical places and worlds. Where you can fight a dragon on a donut or where you can play Scrabble with a lizard drinking green tea.
