i respectfully disagree.
it gives you a chance to get rid of the people you dislike AND keep the ones you like.
some people just suck, but have a decent fan base, with only vote to save, its easy for HMs with richer friends or a large amount of friends to stay in longer, (ie estelle and "brotherhood" angie.) Vote to evict would have seen both of them gone quickly.
i firmly believe that vote to save AND evict is by far the best system, you really get the best of both worlds
however if producers want truly the BEST tv, i believe they need to rig the voting, and not in the way you think.
the public should be given the option of voting to save and evict, but the votes shouldnt be combined to give a positive or negative number, they should be combined to give a total amount of votes, the one with the least amount of total votes (no matter if theyre to save or evict) gets evicted. this will really dispose of the pot plants, save the HMs who are getting the audiences attention (good or bad) thus giving the best TV, and thus the best ratings. (if people dont understand i'll explain it better)
The vote to save has been the most balanced voting method and I hope it remains.

call me cynical but I always saw the vote to save as designed to make more money - that is, with the old three noms, people needed to save two to remove the one they wanted evicted

To be fair, there were a few times it worked well, ie Elise going instead of Michael, who had more evict votes than her.
What made it not work after a while was people getting confused about it all - there were way too many phone numbers. I accidentally voted to evict Camilla during the 2006 finale because I misread the numbers and thought it was the save number.
There are pros and cons to any voting format - the evict vote can get rid of interesting characters far too early, but then the vote to save can have people stay in the house far too long.
An example of evict vs. save being Estelle - she may have had the most votes on Stacey's eviction, but the 54% percent that didn't vote for her would have certainly voted to evict her and she would have gone.
Regardless of whatever voting system, if you don't have interesting enough housemates to fill a whole series neither is going to work.
I'd prefer the reverse - and the change at the top 6.

No I don't want vote to evict, I think the audience could tire of Ben and he will be up more times.
That would be a disaster and the show would die as few people would care about anyone in the house for most of the show. It would just be about who you hate the most.

My thoughts exactly!
She's probably one of the most interesting people in there and even with her limited airtime I think I probably know about her life and background more than any other HG.
Like most people above have said, vote to save gives a better balance of HMs AND it is a money maker.

*SIGH* I am really unhappy with her "Invisible Woman" edit. Don't like that she's just a pawn in the Jade-Ed showmance. I hope they show the Jade vs. Jasmin convo/resolution on Monday's show. Also, people are calling her catty for encouraging Drully. I think she's just daring/joking with Tully to make a move - but no way to verify without seeing more of those convos.
Jasmin seems to ramble at times so that may make it hard for her to be edited into lovely consumable soundbites for us.
Alex-can we please get just ONE Jasmin DR before she's evicted? Getting a Jasmin DR after Monday (when she'll most likely be evicted) will be "no bueno"

I have to say vote to save over votw to evict. I havent seen the vote/save done together. I LOVE how this years evictions have been going and it would have been sad to see tim or makala go. A comment on someone's suggestion of doing vote to evict and vote to save and evicting the person with the least votes I dont think this would work as people would feel like their money will be wasted and won't vote. MAybe if it was a free online vote or freephone then it might work.
