Was Sam born in Australia, because I find it hard to believe that a baby his age would have then been subjected to this brutal practice without his consent by Australian parents.

My brothers are the same age as Sam and are 'mutilated' and so are all their friends (I've witnessed more than one of their friends first hand hehehe) - so I wouldn't be surprised either way.
