Maybe she doesn't know how to swim. If you can't swim a spa would be infinitely more within your comfort zone than the pool. Growing up in India I am not sure she would have learned how. Could also be that she doesn't like chlorine. I will swim in the warm ocean and sometimes the lake but even less in a chlorinated pool.
