Exactly. If it were the case. I don't think it would be. I think watching David for the past 10 weeks lets me know that the likeliest scenario is just him being REALLY awkward and not knowing the best thing to say.
 
There is something very odd in having a conversation like this, regardless of the backstory between them, in front of a heap of sunlounging guys. It would make more sense if it were a private conversation, and the intent would be clearer - the tenderness and encouragement he seems to be intending to convey, eg.

The fact that this sort of thing is said while a group of disaffected men look on makes it seem more like a display, a sort of power thing, as well as whatever else he was intending of a supportive and complimentary nature - but as the wrong end of the stick will be grabbed I shall desist in my attempt to tease out what is so bothersome about these interactions.

I think David's Achilles' Heel is his need to be accepted by the men, by the group - of men. His awkwardness with women is the least of his worries in this context. His need to be accepted by the men will be his downfall in this game.

David wants Penny to like him.
David gives Penny compliments hoping that she'll notice him and give him sympathy sex.
David's enthusiasm gets the better of him and he overdoes it by an order of magnitude.
Penny takes the compliments at face value so the creepy context goes swoosh over her her head.
David gets evicted.
Skye wins BB.
David dies a virgin.

Nah, seriously. David is just messing with Penny but it's kinda a weird thing to joke about.
