It should be illegal if it isn't. And I suppose you can bend the rules in any sort of way. There are a lot of reasons payments can be cut off and they're not usually based in legal stuff.
Oh, it's so obvious that it's the upperclass idiot snobs who don't vaccinate their kids. I totally get that low-income families may find it hard to get around to vaccinating their kids and whatever else, but if it gives them a push to get it done sooner than later then I don't necessarily have a problem, although of course it is a fine line.
