I don't think so in this case - the show is 11 episodes and as they didn't have an eviction on episode 1 that leaves them nine evictions and three for a final. The fake eviction is just for the sake of it. Now a twist for the sake of a twist is fine if it's worth doing - but fake evictions are done so frequently now they can't be considered twists and just aren't that interesting. In this case it denied viewers a shock eviction - indeed arguably it was bought in to stop that shock eviction.
