I don't think they lie about the winner. But I think they would if someone was ahead that they really didn't want to win. And showing the graph makes it harder for them to do that. They'd have to fake the numbers as well.

They did that during the 2012 finale or last eviction of 2012 where Estelle was way ahead and then they showed it so they could change it and eventually Ben took the lead. or am I wrong?
