How does Colin have no idea what could happen to a young child left home alone?

He is so immature for a 21 year old.
I think i probably would have had a good understanding of the severity of it when I was around 14 or 15.
You hear good stories of young teenagers finding young kids that have become separated from their parents out and about and how they comfort the kids and look after them and do whatever they can to make sure they are safe and comfortable, where as Colin seems like the kind of person that would see a child that is clearly lost and just turn a blind eye to it.
