Sue isn't going. It'll be Kat, Phoebe or Rohan. if Rohan doesn't play the idol, likely him.

Booting Sue is hardly strategic. It's just an easy target to kick someone who's no threat.

Yes they always sort them prior to reading. In this case I'm sure they re-sorted them after Phoebe played the idol.
