I am not one for conspiracy theories. I don't even believe that what I am about to suggest below is really what might be happening. However, the following is nagging me a little ...
We don't get to see or hear who each individual housemate votes for. That part of the show is all cut and edited, just like everything else is. So how can I trust that Allen really got 12 votes, or that Soobong really got 12 votes? Those vote numbers could be purely made up so the producers can keep or evict who they want to evict. How would we, the viewing public, really know? There's no evidence shown about who voted for whom, so I am not so sure I can trust the numbers that Sonia says each nominee received.
That said, I do understand the housemates can discuss strategies and therefore I feel they would smell a rat if the numbers didn't "feel right". But, because BB watches and hears all, he could certainly "doctor" the votes how he wants so that things kind of do seem right to the housemates. And if we don't get to see each housemate, one by one, and hear their chosen vote, then we have no way to hold BB to account here. If time is the issue, trying to cram everything in to the hour and half show, then simply show a one to two second snippet of each housemate and who their vote is for ... repeat ... until we've seen/heard them all.
