Thank you @Mr Stickyfingers , but I think I may have found the issue.

My internet is of the fastest in the area so it's not that, I just realised that I no longer have the issue on my portable devices running iOS 10 because I am now running the official release of it.

I'm a BETA tester with Apple so the problem was happening with the BETA version of iOS10 and is still happening with the BETA version of macOS Seirra. That seems to be problem, so I'll just have to wait until the public release of Seirra to fix it.
